Frequently Asked Questions

  • Does Medicaid cover home care in Georgia?

Yes. Georgia Medicaid covers home care services through approved waiver programs, including the Community Care Services Program (CCSP), Independent Care Waiver Program (ICWP), Service Options Using Resources in a Community Environment (SOURCE), and the Georgia Pediatric Program (GAPP).

Eligibility depends on financial qualifications, medical need, and program authorization. Approved services are provided as Home and Community-Based Services (HCBS) and may include personal care, assistance with daily living, skilled nursing (for eligible children under GAPP), and caregiver support. Final approval is determined by Georgia Medicaid and its authorized agencies.

  • Who qualifies for Medicaid home care in Georgia?

Eligibility for Medicaid home care in Georgia depends on age, disability status, financial eligibility, and functional need.

In general, individuals who may qualify include:

    • Children under 21 with complex medical needs requiring skilled support at home (GAPP)
    • Adults age 21–64 with severe physical disabilities or traumatic brain injuries (ICWP)
    • Older adults age 65 and older who need help with daily activities (Source, EDWP)
    • Adults with qualifying disabilities who meet Medicaid and functional care requirements

Applicants must be Georgia residents, meet Medicaid income guidelines, and demonstrate a need for assistance with daily living activities such as bathing, dressing, mobility, or eating.

Eligibility is determined through financial review and a state-authorized care assessment. Final approval is made by Georgia Medicaid and its authorized agencies.

  • What is Structured Family Care (SFC) in Georgia?

Structured Family Care (SFC) is a Georgia Medicaid program that allows eligible individuals to receive care at home from a family member who lives with them. Under SFC, the family caregiver will receive non-taxable compensation and ongoing support while providing daily assistance such as personal care, supervision, and help with routine activities.

To qualify, the care recipient must be enrolled in an approved Georgia Medicaid waiver program, such as CCSP or SOURCE, and meet functional eligibility requirements. For SFC, the caregiver must reside in the home and participate in required program oversight and care coordination.

SFC is designed to support families who prefer to provide care at home rather than use facility-based services.

  • Can a family member be paid as a caregiver in Georgia?

Yes. Georgia’s Structured Family Care (SFC) allows eligible individuals to receive care at home from a family member who lives in the same household and serves as the primary caregiver.

    To qualify:

    • The care recipient must be enrolled in an approved Georgia Medicaid waiver program, such as CCSP or SOURCE.
    • The care recipient must require ongoing daily supervision and support, typically equivalent to full-time care needs (5x7 hours per week or more).
    • The family caregiver must live in the home and provide consistent, primary care.
    • The caregiver must participate in required program oversight and care coordination.

Approval is determined by Georgia Medicaid and its authorized agencies.

  • How do you qualify for home care in Georgia?

To qualify for Medicaid-funded home care in Georgia, an individual must first apply for Georgia Medicaid and meet financial eligibility requirements. Applicants must be Georgia residents and meet age or disability criteria depending on the specific waiver program.

    The process typically includes:

    • Financial eligibility review
    • Medical or functional assessment
    • Determination of care level needs (including nursing-level criteria for certain programs)
    • Enrollment approval under an applicable Medicaid waiver

If approved, services are authorized according to the individual’s care plan and program guidelines. Timelines vary depending on documentation, assessments, and program availability.
